It's from a local love-lock site, so I suppose it might count... this is a similar lock:
I strongly suspect it's a decorative lock model made for purposes like that; there were multiple copies scattered across the bridge, and it honestly looks like it was designed to rust artistically. ^_-

I agree about the rust pattern on that lock. It is impossibly artful.
