Is this a Real Lock?

This one caught my eye as a new addition to the 'love locks' bridge... and I have mixed feelings. I like the look of it, antique brass with the various decorative filigree; but by the same token, it doesn't look like something that'd actually be used as a working lock. So there's kind of a 'made just for show' aspect that I'm not really thrilled with.
