James Pendergast, founder of the Pendergast Machine in Kansas City. Funnily, the statue doesn't mention his career as a political boss... :)
The statue's set in Case Park, at the top of the Kansas City riverfront bluffs; it looks out over the West Bottoms stockyard area, and a bit further down there's a nice overlook on the Downtown Airport. There's a Lewis and Clark memorial there as well.
